隨著改革開放的深入和城鄉經濟的迅速發展，國家相關部門提出了對社會治安進行綜合治理的要求，并把創建安全文明小區作為其中的一項重要內容。
EPON以其組網方便、覆蓋面積大的優點在小區監控中得到大量應用。EPON支持點對多點通信，頭端OLT設備的1個PON可承載32個遠端ONU設備，且頭端OLT與遠端ONU之間為由分光器和光纖組成的無源光網絡，不需供電；如圖中所示，在監控機房配備OLT設備，OLT設備接入光纖后在小區中心地帶進行一級分光，分光器的各個支纖與光纖相連到達小區的不同區域，然后進行再次分光，分光器的多個支纖與光纖相連到達小區區域的各個樓棟，在樓棟接入ONU設備和IP攝像頭即可完成監控圖像到監控機房的傳輸，EPON的這種靈活組網方式不僅組網方便，覆蓋面積大，且擴容簡單，為整個監控項目的建設、維護提供極大的便利。
